स्व कपिलदेव सिंह का जन्म 22 दिसंबर 1912 को बड़हिया के एक साधारण किसान स्व रामलखन सिंह के घर मे हुआ. उन्होंने अंग्रेज भारत छोड़ो आंदोलन में कूद युवा पीढ़ी का नेतृत्व कर अंग्रेज को छक्का छुड़ाने का काम किया था. जिसके चलते उनको एक वर्ष जेल में भी काटनी पड़ी थी. जब भारत को आजादी मिली, आजादी के बाद 1980 तक उन्होंने राजनीति की. इस बीच बड़हिया, लखीसराय विधानसभा क्षेत्र से सोसलिस्ट पार्टी व जनता पार्टी से चार बार विधान सभा चुनाव जीते.

1967 एवं 1977 में स्व कर्पूरी ठाकुर मंत्रिमंडल में कृषि मंत्री एवं खाद्य मंत्री बने. 1980 तक राजनीति में रहे कपिलबाबू समाज के गरीबों की सेवा करते रहे. उन्होंने सदैव समाज के वंचित वर्गो की आवाज सड़क से सदन तक पहुंचायी. निश्चित रूप से वे समाज के सच्चे पुरोधा थे. उनके नेतृत्व में ही रामजानकी सिंह रामधन सिंह ठाकुरबाड़ी के न्यास समिति के भू-संपत्तियों का उपयोग कर उन्होंने एक ही परिसर में नर्सरी से स्नातक स्तर तक विद्यालय व महाविद्यालय स्थापित किया.

“The Mahila Mahavidyalaya has been established in Bahahiya keeping in mind a very special aim. Its objective is not just to confer students with degrees but to make them self-dependent by developing their creative talent. Pushing the creative talent of women into the background impoverishes the cultural identity of man. The moral upliftment as well as the upliftment of the character of women is of paramount importance for the overall welfare of the nation. In order to save the coming generation, it is very important to educate women in such a well-planned manner which would infuse in them qualities such as wisdom, courage, tolerance, faith etc. and which would enable them to shoulder all those responsibilities that have been entrusted to the mothers of this nation. By imparting values of the highest order to women and making them highly work-efficient, the college will constantly strive towards its goal in order to honour women on the social platform.

Bearing a brief document of the future education scheme, the Women’s College is here at your service. It is our moral duty to welcome its luminescence and its programmes. A candle does not give light to just its owner, it rather gives light to one and all. There will be provision in this college to imparting university education as well as industrial training. By lighting the lamp of the principle of ‘study and earn’, the college will make each and every one of its student self-dependent”.
